RPO, Voters' List Amendment bills passed in JS

In a significant move ahead of future national elections, Parliament on Monday passed the Representation of the People (Amendment) Bill-2026 and the Voters' List Amendment Bill, aimed at strengthening electoral management and ensuring a more transparent voting process.

Law Minister Asaduzzaman moved the bills in the Parliament, seeking to convert two ordinances issued in 2025 by the interim government into law. The amendments introduce changes to key provisions of the Representation of the People Order, 1972, including Articles 27, 37, 39, 89, and 91.

The legislation clarifies provisions related to postal ballots and incorporates measures to enhance the security and integrity of elections. Officials said the reforms are designed to improve efficiency and transparency in the overall electoral process.

The bills were passed during an afternoon sitting of the Parliament chaired by the Speaker, with approval granted through voice votes.

Earlier, a brief discussion took place after Opposition Leader Shafiqur Rahman raised concerns over ambiguity in wording in one section of the bill.

Deputy Speaker Kaisar Kamal and the Law Minister assured that the issue would be reviewed.

Placing the bills, the Law Minister said the amendments were necessary to facilitate smoother electoral operations. 

He noted that the ordinances had been presented in the first session of the 13th Parliament on February 12, 2026, in accordance with Article 93 of the Constitution.

A key provision allows the Election Commission to determine additional dates, beyond January 1, for voter eligibility.

He added that the Constitution requires ordinances to be passed within 30 days of the first parliamentary session. The passage of the bills fulfills that requirement and is expected to support the smooth conduct of upcoming national elections.

Both bills were passed unanimously, with the Speaker announcing their adoption following voice votes in the Parliament.
