Mostaqur Bangladesh Bank’s new Governor

The government on Wednesday appointed Md Mostaqur Rahman as the new Governor of Bangladesh Bank for a four-year term, cancelling the remaining tenure of Ahsan H Mansur with immediate effect.

Separate notifications issued by the Financial Institutions Division of the Ministry of Finance said the appointment was made under Article 10(5) of the Bangladesh Bank Order, 1972 (President’s Order No 127 of 1972).

According to the notification, Mostaqur Rahman will serve as governor for four years from the date of his joining, subject to relinquishing all employment and institutional affiliations. During his tenure, he will receive salary, allowances and other benefits from Bangladesh Bank as per the terms of a contract to be signed with the government. Other conditions of service will also be determined by the contract. The order took immediate effect.

In a separate notification, the ministry said the remaining tenure of Dr Ahsan H  Mansur, who had been appointed on August 13, 2024, has been cancelled in the public interest, effective immediately.

Professional background

Mostaqur Rahman currently serves as chairman of the BGMEA Standing Committee on Bangladesh Bank and is the managing director and CEO of Hera Sweaters Limited. He was also a member of the BNP’s election steering committee during the 13th national election held earlier this month.

A Fellow Member of the Institute of Cost and Management Accountants of Bangladesh (ICMAB), he qualified as a Cost and Management Accountant in 1992. He completed his Bachelor of Commerce (Honours) and Master of Commerce in Accounting from the University of Dhaka in 1987 and 1988, respectively.

With more than 33 years of professional experience, Mostaqur has built a career spanning corporate finance, export economics, institutional governance and financial systems management.

He previously served as a board member of the Chittagong Stock Exchange from 1998 to 2000 and has been actively involved with leading trade and business bodies, including BGMEA, the Real Estate and Housing Association of Bangladesh (REHAB), and the Dhaka Chamber of Commerce and Industry (DCCI).

Over the years, he has worked closely with regulators such as Bangladesh Bank and the Chittagong Stock Exchange, gaining experience in financial oversight, regulatory compliance and capital management.

 

Under the terms of his appointment, Mostaqur must relinquish all professional affiliations before formally assuming office. His four-year term will begin from the day he takes charge as governor.
