65,502 primary head teachers upgraded to 10th grade pay scale

In a major uplift for the country’s primary education sector, all 65,502 head teachers of government primary schools have been elevated to the 10th grade of the national pay scale.

The Ministry of Primary and Mass Education issued a letter on November 4 to the Finance Division of the Ministry of Finance, formally requesting the implementation of the upgraded grade. 

The letter, signed by Joint Secretary Rebecca Sultana on November 5, follows a series of approvals from relevant government bodies.

According to the ministry, the Expenditure Management Wing of the Finance Division gave its consent to the upgrade on July 28, while the Ministry of Public Administration approved it on October 7. 

The ministry has now sought final clearance to adjust the pay scale for all head teachers accordingly.

Once implemented, trained head teachers – currently under the 11th grade (Tk 12,500-Tk 30,230) – and untrained head teachers – under the 12th grade (Tk 11,300-Tk 27,300) – will move up to the 10th grade pay scale of Tk 16,000-Tk 38,640.

The ministry’s order outlines six conditions for the promotion:

Consent from the Expenditure Management Wing must be obtained.

Salary scale must be determined by the Implementation Wing of the Finance Department.

Approval of the Secretary Committee on Administrative Development is required.

Necessary amendments must be made to existing appointment rules.

Untrained head teachers must complete Basic Training for Primary Teachers (BTPT) within 18 months of the government order.

The administrative ministry must complete all formalities and send a copy of the order to the Organisation and Management Wing of the Ministry of Public Administration.

Officials say the move will improve morale and recognition for primary school head teachers who play a crucial role in strengthening the country’s foundational education system.
