Experts recommend constitutional order to implement July Charter
Experts have recommended implementing the constitutional proposals of the July Charter through a constitutional order. They also suggested seeking public approval for the order via a referendum, potentially held on the same day as the national elections.
The recommendation was made on Wednesday (17 September) at the Foreign Service Academy on Bailey Road during the third day of the third phase of dialogues with political parties, organized by the National Consensus Commission to explore ways to implement the July Charter.
Earlier, on Sunday (14 September), the commission met with experts, who advised issuing a Constitutional Order under Article 22 of the July Declaration to enact the constitutional aspects of the July Charter.
According to the experts, an interim government could issue the Constitutional Order under the authority of Article 22, incorporating the fundamental reforms outlined in the July Charter. The order would take immediate effect.
They further suggested that the Constitutional Order could be placed before the public in a referendum, which could be conducted alongside the general election. A provision for the referendum could be included in the order itself. If approved by voters, the order would be considered valid from the date of its promulgation.
