Public Admin Secretary transferred to Planning Commission
Senior Secretary Md Mokhlesur Rahman, who had been serving on a contractual basis at the Ministry of Public Administration, has been transferred as a Member of the Planning Commission with the rank of Senior Secretary.
A notification to this effect was issued by the Ministry of Public Administration on Sunday (September 21).
Meanwhile, Planning Commission Member Secretary Md Ruhul Amin has been made an Officer on Special Duty (OSD) through a separate notification. However, no one has been appointed as the new Public Administration Secretary immediately.
On August 5 last year, the Awami League government was ousted by a mass uprising. Later, on August 28, Mokhlesur—who had retired from government service as an Additional Secretary—was appointed as Senior Secretary of the Ministry of Public Administration on a two-year contractual basis.
Afterwards, a newspaper published a report alleging financial transactions in the appointment of deputy commissioners (DCs) involving him. A committee led by three advisers was later formed to investigate the matter, but the findings were never disclosed.
Mokhlesur was also the key figure behind the controversial and allegedly false Zia Orphanage Trust case against BNP Chairperson Khaleda Zia during his tenure as Secretary of the Anti-Corruption Commission (ACC). On March 17, a weekly newspaper carried a report on the issue.
Subsequently, on May 25, a case was filed against Mokhlesur and three former ACC chairmen, accusing them of fabricating allegations and filing politically motivated cases against BNP Chairperson Khaleda Zia and the party’s Acting Chairman Tarique Rahman. The Criminal Investigation Department (CID) is currently investigating the case.
